CCTV Is Watching But Is It Helping To Catch The Wrong Doers?

Closed Circuit Television was taunted as the way to cut back on crimes and to help crime-ridden neighborhoods. It seemed to me that they first introduced CCTV in minority neighborhoods, as they were the ones susceptible to more crimes and needed the government to intervene.
