SAN BERNARDINO - A judge on Wednesday granted a preliminary injunction against the Colton City Crips gang, legally banishing them from an apartment complex authorities claim has long hosted their drug sales operation.
With the ruling by Superior Court Judge Donald Alvarez, the San Bernardino County district attorney's office received its first civil gang injunction -- and the first in the region subjecting gang members to arrest simply for being seen at a certain location.
"It's a good day for Arbor Terrace and the residents who live there," said Deputy District Attorney Mark Vos.

Lawrence White He was referring to the apartments at Rancho Avenue and Mill Street where nearly 60 nonresident Colton City Crips, upon being served with the court order, will be barred.
But the prosecutors' victory, at least for the moment, was incomplete. The highest-profile person named in the injunction paperwork -- the nationally known rapper 40 Glocc -- was left off the signed court order pending further arguments.
Two Los Angeles attorneys attended the hearing on behalf of the recording artist, whose real name is Lawrence White.
Prosecutors have alleged that White has status in the gang and uses his celebrity to promote its agenda of violence and drug sales. They said the rapper, who is signed to 50 Cent's G-Unit records, still frequently trespasses at Arbor Terrace, shooting videos there and at a nearby liquor store also named in the injunction.
In one video posted on YouTube, friends of 40 Glocc greet him by flashing handguns, and children inquire about buying drugs. In others, he curses the officers and prosecutors who put together the injunction, holds weapons and displays Crips hand signs and bandanas.
"There's a big difference between life and art," said Chuck Michel, one of White's attorneys. "Just because you sing a song about being a cowboy doesn't mean you've ever wrestled a steer."
In past interviews with hip-hop magazines, White boasts of growing up in "The Zoo" (the gang's term for Arbor Terrace) and said he had been shot at and has shot at others. After his name appeared dozens of times in the proposed injunction, White said his image as a Colton City Crip shouldn't be taken as legal proof that he's a gang member.

"I'm in a business where we have to sell," he said last month. "This is the type of entertainment we do. It's not the truth."
Colton police will begin serving copies of the preliminary injunction to the entire gang, making them immediately subject to its banishment terms. In addition to Arbor Terrace, identified members will be barred from entering the SB Liquor Market across the street.
In arguing for such an unusual step, prosecutors introduced evidence that gang members, despite having long moved away from the complex, control drug sales at Arbor Terrace by using apartments as hideouts and children as lookouts for police. They use SB Liquor as a refuge from authorities, prosecutors said.
Rajan Maline, an attorney representing the store, could not be reached Wednesday. Imad Kahala, one of the store's owners, previously has denied the allegations. He said his doors are open to everyone and that he doesn't know what patrons do when they're not in the store.
None of the others identified as gang members hired attorneys for Wednesday's hearing. That meant prosecutors and police could immediately begin enforcing the court order.
In the month since the injunction was proposed, criminal activity at Arbor Terrace has been greatly reduced, police said. Even though White is not included in the injunction, authorities said he will feel the impact.
"With everyone else banished, there's going to be no one for him to talk to," Vos said. "And quite frankly, if he goes to Arbor Terrace, he's still subject to criminal trespass laws."
Prosecutors and White's attorneys will return to civil court Nov. 17 to argue whether the rapper should be among those named in the injunction.
